At the kick-off meeting, the following items will be covered:

1. Review the Role Description for the Cultivated Places Lead

3. Review and familiarize yourself with Understanding RLUIPA, the federal civil rights protection afforded to churches planting Sacred Settlements

2. Review the Communications Strategy

4. For MN Only: Review and familiarize yourself with Understanding the Sacred Communities Law, which makes the Settled model a legal form of housing in Minnesota.
5. Review Settled’s compliance document Tips on Engaging with Municipal Government – which further explains churches’ rights under federal and MN state law, and steps on engaging with your local municipal government
6. Find out who is the best single point of contact within your local government. This is usually an official within a planning or zoning office.
7. Identify any nearby HOAs or community groups (see any notes from the Discern Stage)
8. Review Sacred Settlement Pastors on Neighborhood Engagement

Customize and complete the Communications Strategy Template, outlining the key messages for each group. Create activities to communicate with the three below-listed groups. Have plan approved by Sacred Settlement

1. Review and customize the Letter of Intent to send to the single point of contact at the city.
2. Put a plan in place for connecting with other key service groups within the local government (police, firefighters, etc)

1. Review and customize the Neighborhood Engagement Letter for your church.
2. Alongside Settled, create a Neighborhood Engagement Plan for engaging the surrounding neighborhood in discussions or townhall style meetings, along with celebrations for Sacred Settlements.
3. Review and customize the Sacred Settlement FAQ and customize it to fit your congregation and your Sacred Settlement. Consider posting online in an easy-to-find place and keep printed copies for future meetings.

Execute the plan you’ve put in place for the Congregation, City, and Neighborhood
1. Working with Settled, provide materials, videos, and key informational updates for the External Shepherd to deliver to the congregation
2. Make initial contact with the singular point of contact within a local government by sending them your customized Letter of Intent. Have the Sacred Settlement Team approve before sending. Notify your Settled Guide.
3. Begin to engage the neighborhood according to your plan (e.g., have listening sessions, townhalls, update information on your website, provide FAQs, establish an information email for individual inquiries). Distribute Neighborhood Engagement Letter to your neighborhood community.
4. Review and customize the Good Neighbor Agreement.
5. Consider setting up a fully furnished Settled tiny home on church property for tours.
